The Gunners' attempt to overturn a 1-0 first-leg deficit ran aground on another magnificent display by PSG's goalkeeper Gianluigi Donnarumma.
The Italian, outstanding in the first leg at Emirates Stadium, delivered a repeat performance with a series of stunning saves to keep Arsenal at bay early on.
He made an outstanding stop from Gabriel Martinelli, then an even better save from Martin Odegaard's low long-range drive as PSG were rocked back.
PSG cashed in to take the lead on the night when Fabian Ruiz collected Thomas Partey's headed clearance to flash a 20-yard finish past Arsenal keeper David Raya with the help of a slight deflection after 27 minutes.
In thrilling encounter, Donnarumma produced another stunning save to deny Bukayo Saka, before Raya got in on the act by saving Vitinha's poor spot-kick after Myles Lewis-Skelly was penalised for handball.
Partey was the culprit when PSG extended their lead after 72 minutes, losing possession before Achraf Hakimi scored on the turn.
Saka did finally beat Donnarumma with an angled finish four minutes later, but it was not enough to spark a comeback, although he then shot over an open goal, and PSG will now meet Inter Milan in the Champions League final in Munich.

With just two minutes of added time left, Inter trailed 3-2 on the night and were heading out when centre-back Francesco Acerbi smashed a cross into the roof of the net to level the tie, the 37-year-old charging around with his shirt off in wild celebrations.
And there were more ecstatic scenes when substitute Davide Frattesi won it for the Italian champions, curling a beautiful left-footed shot into the bottom corner in the first period of extra time before climbing up a security fence to celebrate in front of Inter's fans.
It means a second Champions League final in three seasons for three-time European champions Inter after two legs of incredible drama which saw 13 goals and a tie turned on its head on several occasions.
Barca were only two minutes away from their first final in 10 years having fought back from 2-0 down - in a similar scenario to the first leg - to lead 3-2 on the night.
Lamine Yamal almost took the game to penalties but was twice denied by superb saves by Yann Sommer as Inter held on to reach the final and spark incredible scenes of celebration.
Inter, who lost 1-0 to Manchester City in the 2023 final, will play either Paris St-Germain or Arsenal at Bayern Munich's Allianz Arena on Saturday, 31 May in the 2025 showpiece.

Eberechi Eze opened the scoring from the spot after the video assistant referee (VAR) intervened to show Forest goalkeeper Matz Sels taking out Tyrick Mitchell in the penalty area.
But the hosts' lead lasted just four minutes as Murillo flicked on Neco Williams' powerful strike past Dean Henderson.
The goals arrived after a lacklustre first half, in which each side lacked quality in front of goal.
Mitchell delivered a superb cross to an unmarked Daniel Munoz, who could only sweep an awkward volley straight at Sels, while Anthony Elanga failed to complete a blistering counter-attack when he sent his strike at Henderson.
Chris Wood felt he should have been awarded a first-half penalty when he was pulled back by Munoz as Forest delivered a free-kick into the box, but referee Andrew Madley waved away the appeals and VAR quickly backed up his decision.
In a frantic spell after the interval, Ismaila Sarr was kept out by the onrushing Sels before Maxence Lacroix made a crucial block at the other end to stop Wood from scoring his 20th Premier League goal of the season.
Eze puffed out his chest and soaked up the admiration of the Palace crowd after slamming his penalty into the left corner, but Murillo's quick-thinking flicked finish dulled the atmosphere at Selhurst Park.
Substitute Eddie Nketiah thought he had won the game at the death for Palace when he prodded a wide shot from Eze into the back of the net, but their celebrations were cut short by the offside flag.

Liverpool head coach Arne Slot made six changes from the side that beat Tottenham Hotspur to clinch the title at Anfield, resulting in a display lacking some of their traditional intensity until it was too late.
After giving Liverpool the traditional champions' guard of honour before kick-off, Chelsea went on to secure a crucial win that moves Enzo Maresca's side level on points with fourth-placed Newcastle United - who they now only trail in the table on goals scored going into their meeting at St James' Park next Sunday.
Enzo Fernandez put Chelsea on the road to victory after only three minutes, the Argentine arriving in the box with perfect timing to steer in Pedro Neto's cross.
Chelsea extended their advantage after 56 minutes when Cole Palmer's run created confusion in the Liverpool box, resulting in Virgil van Dijk blasting an attempted clearance against Jarell Quansah and into his own net.

After a lengthy review, the on-field decision stood and Isak coolly converted to take his tally in the league to 23 goals for the season.
A draw was fully deserved for Newcastle as they pushed and probed throughout the encounter on the south coast.
Brighton mustered just three further shots after breaking the deadlock in the 28th minute as they struggled to find any rhythm.
They did have a shout for a penalty of their own when Matt O'Riley appeared to have been caught by Sandro Tonali, but referee Craig Pawson waved away the appeals.
